AIP9: Recirculating Penalty Fees into Rewards

This proposal suggests that a portion of the fees accumulated from sellers on MahaSwap be redirected to give more incentive for buyers on MahaSwap.

This creates additional incentives for buyers who help bring the price of ARTH back to the 1$ mark.

The AIP also makes suggestions on improvement on how rewards are calculated.
