AIP19: Stop ARTHX mint function and make ARTHX the fee bearing token for the entire ecosystem

  • Disable the mint/redeem with ARTHX
  • Make ARTHX earn 50-100% of the fees from all the MahaDAO products
  • Keep the deflationary ARTHX mechanics
  • Introduce an ecosystem fund that will collect 10% of all the fees
