AIP10: Increasing price ceiling/floor from 1$ to 1.05$ temporarily

This proposal suggests that we increase the price ceiling for fees on MahaSwap from 1$ to $1.05-$1.10.

What this does in effect is force create a buy pressure that pushes the ARTH into expansion and start paying off all the debt holders (ARTHB holders) one by one.

This is a "temporary" measure taken since the recent debt that than accumulated was due to bad whales who were gaming the protocol. This gives the protocol an opportunity to clear of its debt.
