[MIP-12] - Zellic Audit Retainer

Proposal

We are proposing to approve an additional $45,000 USDC to proceed with the 3-month Zellic retainer due to the expanded scope of the second audit.

Context

Since the last 2 proposals about Zellic (MIP-8 and MIP-9), the 2-audit scope has increased and is going to cost the DAO a total of $112,500 USDC.

We have $127,500 approved for the second audit + retainer. This means we need another $45,000 USDC to have the necessary amount for the updated costs which is $112,500 + $60,000.
