At the Moment the tier-based lottery-system favours the big holders against the small holders. Why not leave the tiers away and make three different lotteries as follows: Stakers, Zenterest-suppliers, and Holders. Equally shared. Big holders are enough incentified through their staking/suppliing rewards.
