How should soft governance participation be rewarded?
Seeing as voting using the MANTRA DAO snapshot page is gasless, and doesn't cost anything more than a bit of time, the Council proposes that moving forward only those who participated and voted in the proposal receive the rewards from a given snapshot airdrop proposal.
For example, in the last proposal where the community voted to have 50,000 $POLS airdropped to stakers, only those who voted would have been eligible for the airdrop.
