Add a small burn + reward to holders on every txn

This proposal creates scarcity and rewards holders.

This idea is trending on Uniswap shitcoin clones but it doesn't mean it's a bad idea.

On every transaction, 2 things happen:

1. A small % is burnt (0.01% for example)
2. A small % is sent to all holders proportionally (might have to make a token swap to be able to do this without spending any gas, not sure how Uniswap shitcoins do this technically)

Remark: Percentages in Uniswap shicoin clones are very high (like 5 or 7%) but we should have a low one that's more sustainable.
