Provide liquidity for pCLNY on Polygon

Missions and avatars launch is coming to Marscolony Polygon

In order to motivate users to complete missions, we need to establish pricing for pCLNY. Here's the proposal from the core team:

• Allocate 10k in USD on initial liquidity - 5k $ in MATIC from Creators DAO and 5k $ in pCLNY from Community treasury
• Commit to allocate 5% of proceeds of land claim on liquidity (in matic) and match it with respective amount of pCLNY from treasury.
• Add liquidity mining incentives for users who add pCLNY-MATIC into the pool.
