[MIP-4] Remove MARS<>BAC LP pool reward and transfer to BTC Gold01(LP)

As many users questioned a lot on the necessity of MARS reward on MARS<>BAC LP pair, we now bring forward a community vote to settle it:

Options:

1. Remove MARS reward from MARS<>BAC LP pair and inject the reward into BTC Gold01 (LP) pool. In this case, 6X reward (4X for now) would be distributed to BTC Gold01 (LP) pool once approved. Vote "Yes" if you agree;

2. Keep things unchanged. Vote "No" if you believe there is no need to remove;

3. Vote "No comment" if don't have opinion on above
