Recruit and Reward Global Community Moderators for the Maverick community

Summary This proposal is to elect, train, and reward new Maverick Global Community Moderators on Discord. The proposal will last 8 weeks, with a 4-week recruitment phase and 4 weeks of training. 

Anyone can fill out the Nomination Form (https://forms.gle/aSD1ztFEbJTaPk2j7) to nominate a new Maverick Global Community Moderator. Newly recruited community moderators will earn 2 Maverick Warrior Credits, and a user who was the first to nominate one of these new moderators will earn 1 Maverick Warrior Credit at the end of the proposal cycle. 

Everyone can nominate anyone (including oneself), but each user can only make one nomination.
