Should we create a Founders’ Discretionary Fund?

From time to time, we may have the need or opportunity to spend small amounts of money to advance the objectives of the DAO – and may find the process of Snapshot voting too arduous or slow. Therefore, we propose to have a preapproved Founders’ Discretionary Fund of 10 ETH where funding decisions of up to 2.5 ETH can be made with a simple majority emoji vote in Discord with a minimum quorum of 5% of Founders.
