Should the treasury convert ETH to USDC?

Since starting the MeebitsDAO, the price of ETH has dramatically declined. Moreover, certain MeebitsDAO financial commitments are priced in USD or Euros, such as payment to the General Manager and the Snapchat AR lens filter development. For effective treasury management, we propose swapping a portion of the treasury funds to a stable coin (e.g. USDC) using the schedule below to meet these financial obligations at a reasonably priced value of ETH.

1. When ETH/USD is $3,000 (or higher), swap 20 ETH (~9% of treasury) = 60,000 USDC
2. When ETH/USD is $3,500 (or higher), swap 30 ETH (~14% of treasury) = 105,000 USDC
