Approve a Short-Term MeebitsDAO Budget

The goal of this initial MeebitsDAO budget is to allow us to start building products and events in advance of opening General Membership (which is happening shortly!)

Crucially: the budget outlines the initial overhead costs, but the projects are designed to refund the total amount spent, so we are not drawing down the treasury.
