Burn or Redistribute Buyback Tokens

Based on multiple community feedback, and following the result of the last vote, it’s time to decide again what happens to the redistributed portion of the buybacks.

1. Burn the tokens to permanently reduce total supply
2. Redistribute the tokens to holders (minimum holding of $10)
