MIP-4: Burn Trade-to-Earn Token Allocation

To address the inflation of the MP token, we propose pausing the Phase 3 Trade-to-Earn program and burning 50% of the total tokens allocated to this program, which is 12% of the total supply. The program will remain paused until the MP market performance improves.
