Reduce ROBOT/WETH Pool Swap Fee

This Snapshot poll looks to ratify a proposal posted to the MetaFactory forum, to reduce the swap fee on the ROBOT/WETH Balancer pool.

This first vote will allow the community to vote on whether or not the swap fee should be reduced. If this vote is successful, a second vote will be initiated to make a final decision as to where that reduced fee should sit.
