Scouting Cost Benefit for Pioneer Scouts

Following the Scouting Mechanics Revamp voted previously (Soft-Reset Scout Population) we have re-balanced the economy and determined the new cost of performing a Scouting session:

Scout OVR	MSU
0 - 49	300
50 - 59	600
60 - 69	1200
70 - 79	2400
80 - 89	4800
90 - 99	9600

This proposal seeks to empower MetaSoccer's community with the option to determine what would be the benefit for Pioneer Scouts.
