TAP-2 BNB Position Management

Background: Last week, we added WBNB Bonds to the platform and, in just one short week, roughly USD3,000,000 has been accumulated in the Treasury. We propose to convert a portion of the WBNB to USDT and BUSD.

Motivation: As we know, Meta is backed by a basket of reserve assets, and backed by meta is calculated based on the risk-free assets in the Treasury. And, currently, the value of WBNB assets in the Treasury exceeds that of BUSD assets, which could be unhealthy for our risk-free assets. We should try to maintain risk-free assets of 80% or higher

Summary:

Convert USD1m of WBNB to BUSD, and convert USD1m of WBNB to USDT, and place both into the Treasury.
