Increase compensation of @SHA_2048

@SHA_2048 currently has about $20k worth of METRIC remaining to be vested over the next 9 months. This translates to about $25k / yr.

If this proposal passes, @SHA_2048 will receive an additional 20k METRIC from METRIC treasury + 500 BUILD from BUILD treasury (so about $60k more).

This additional compensation will be vested over the course of 9 months in order to match the current vesting schedule.
