Trading competition budget

Metric.exchange will be holding a trading competition from 19th to 29th April 2021. The proposed prize pool for the competition is 8700 METRIC tokens + 2000 DAI. The proposed marketing budget for the competition is 1000 METRIC tokens + 8000 DAI. These proposals were discussed in the BUILD discord on several occasions leading up to this vote

This proposal seeks authority for the team to spend 9700 METRIC tokens from the treasury and to liquidate a sufficient number of METRIC tokens from the treasury to cover 10000 DAI. All funds will be transferred to the BUILD multisig wallet for distribution at the required time. All unused funds will be returned to the Metric treasury
