Heroku Upgrade for $MTR Guest Pass System

Heroku, the cloud hosting platform that is being used by the automated guest pass system, will no longer be free beginning 11/28/22. Additionally, automatically encrypting the web traffic to/from the app (SSL) requires a paid plan. In order to continue using Heroku, we need to purchase 2 plans:

• Heroku dyno: Hobby ($7/month)
• Heroku Postgres: Hobby Basic ($9/month)

This proposal is to approve/deny the use of $16 USD / month of MTR’s treasury for the above upgrades that are necessary to continue using Heroku.

As MTR’s treasury does not currently have a card (like Swype), an individual will pay for the plan and be reimbursed, until an MTR card is available to be used.
