Permanently enable HC deposit

Proposal to permanently enable deposits of HoneyCombs at a rate of 0.69 Mijani tokens per HC.

Rationale: HC will help with DAOs goal of winning THJ games as it enables the DAO to claim free HJ for each THJ generation. They are also speculated to receive airdrops and other perks that the DAO will benefit from.

Using a lower disbursement rate of Mijani per HC will prevent further dilution of ETH depositors and HJ depositors as the current HC floor is ~ 40% lower than the HJ floors.

HC value in Mijani may be modified in the future after discussion with the community and reviewed at least once prior to the release of future generations or in the event of a prize won
