MIP 003: Replace XIM Metapools Gauge

This proposal is suggesting to replace deprecated XIM metapools gauge with new XIM metapools gauge in response to xDollar's recent contract upgrade.

The old XIM metapools and its farm gauge will be deprecated and replaced with new XIM metapools deployment. Users are encouraged to withdraw their fund from these deprecated XIM metapools.

Thereby, the new XIM metapools are listed as follows:

1. XIM E3 Metapool

2. XIM B3 Metapool

3. XIM M3 Metapool

New XIM metapools will be deployed shortly. This proposal will entitle veMAX holders whether to add its XIM metapools into farming gauge. XIM is the first collateral backed stablecoin on IoTeX and has been critical to IoTeX DeFi ecosystem since the beginning. We value the partnership with stablecoin provider and suggest to add these XIM metapools gauge to receive MAX farming reward allocation.

If this proposal is approved, the new XIM pool gauge will be deployed on upcoming cycle which is expected to be 3/30/2022 (one week from this proposal listing).
