Adopt the proposed governance process: the proposal lifecycle, where discussion happens, and how votes are run.

Motivation

Before substantive proposals begin, the community should agree on the rules of the road so future votes are legitimate and predictable.

Specification

1.Proposals are first posted to the official Mira Network Discord governance channel for a minimum 5-day discussion period. 2.Eligible proposals then advance to Snapshot for a 7-day vote. 3.Decisions pass by simple majority unless a proposal specifies otherwise. 4.$MIRA voting power is measured at the snapshot block set at proposal creation.
