Add XIN and MAO From the Treasury to Pando Pool

There are thousands of XIN in the MAO treasury, so we propose to add at least 3,000XIN to the Pando XIN/MAO pool to improve the liquidity of both assets.

This LP token from the liquidity pool will be managed by the treasury, so the treasury value is not impacted.
