MSIP-3 Voting for Stabilization Fund Allocation epoch 113 - 140

We would like to know the community opinion about the new allocation percentile of the Stabilization Fund.

Purpose: Increase Boardroom reward to attract more investor and boost MSS value.

Only MSS staked inside the boardroom have the voting power. Other free floating MSS can not vote. The new allocation percentile of the SF will be apply on epoch 113 - 140
