#4 Approve ETH to mint PUNKS Comic #3 for each PV Genesis item held by the MoonBank

Summary This proposal is to approve the use of approximately 10.6 ETH (assuming a .2 ETH mint price) to mint 53 PUNKS Comic Issue #3s. The MoonBank currently holds 50x MetaHero and 1x MintPass #1. Assuming Vote #3 passes, the MoonBank will also hold 1x PV Founders DAO token and 1x PUNKS Comic Issue #1. This brings the total Genesis items held to 53, making Moonlings eligible to mint 53x PUNKS Comic Issue #3.

Budget Maximum 11 ETH from the MoonBank (53 x .2 = 10.6 ETH + buffer for gas)

Voting Info Quorum: 5% A "FOR" vote, is a vote to approve the measure Abstentions count to quorum but do not affect yes/no votes.
