Open another refund window before spending treasury funds?

With the phunk purchase proposal likely to pass, we should allow members another chance to withdraw from the treasury before these funds get spent. There seem to be token holders who have just recently learned about the change in direction, and in fairness we should allow them to divest now that there are concrete plans for the treasury.
