Abstract: Add the KARRATco Treasury to the circulating supply immediately, exclude from votable supply, to signal long-term growth.

Motivation: Increase $KARRAT circulating supply, without impacting governance voting power.

Rationale: Aligns with KARRATco’s mission to enhance $KARRAT utility, ensuring availability for future initiatives while preserving governance integrity.

Specifications:

• The Foundation would be expected to take the necessary actions to add the treasury into the circulating supply without impacting the votable supply.
• Flag tokens as non-votable to preserve governance quorums.
• Clarification on Votable Status: Non-votable tokens are distinguished by residing in the Treasury wallet; they become votable once moved out to fund a passed funding KIP (e.g., transferring 2M $KARRAT for a UGC KIP to another wallet makes them votable, affecting voting quorums). Holders cannot have non-votable $KARRAT in their wallets; any $KARRAT received (e.g., 5M $KARRAT from a passed KIP) becomes votable upon leaving the Treasury wallet.
