Quarterly MTA allocation to Funding subDAO - Motion

It is motioned to transfer 6,376,250 MTA from the mStableDAO treasury into the Funding subDAO, to fund the mStable ecosystem for the month of September and the entire upcoming quarter with MTA.

The funds are going to be allocated in the following way:

GrantsDAO        100,000 MTA
Cat Herders	     200,000 MTA 
Tools	           1,250 MTA
Rari Fuse Pool	 500,000 MTA
BadgerDAO Loan   500,000 MTA
C.R.E.A.M Pool   500,000 MTA
Hot Wallet        75,000 MTA
EARN Rewards   4,500,000 MTA
	
Total          6,376,250 MTA

Remaining MTA left in the wallet at the end of the funding cycle will be added to the starting balance of the next cycle.
