Should we fund the next month's worth of MTA EARN rewards? These are the ongoing rewards that cover EARN pools, staking returns, and the new imUSD savings Vault.

The total amount of MTA will be 560,000 MTA, and will be sent to the mStable EARN funding address: 0x437E8C54Db5C66Bb3D80D2FF156e9bfe31a017db

This amount includes a buffer to factor in rewards for the new mBTC pool once mBTC goes live and the current open proposal on reward amount closes. Any residual MTA will be used in ongoing EARN pool funding or returned back to the DAO if it is not needed.
