mStableDAO spokesperson nomination

It is proposed to nominate @Shubiwubi as the designated spokesperson for the mStableDAO on public channels such as the mStable discord, forum, and vMTA snapshot page at present, and may grow to include things such as a twitter account in future.

Shubiwubi will be authorised to speak on behalf of the DAO and communicate our collective consensus and views as a signer group. This complements his existing role as the DAO's official CatHerder.
