GrantsDAO Quarterly Top-up

As a follow-up to this forum post, and in line with this previous proposal from the GrantsDAO, it is proposed to honour their quarterly funding request to send 100,000 MTA to the mStable GrantsDAO for Q3 of 2021.

Once successfully resolved, if the full amount of MTA is less than 50% utilized in that particular quarter, then no top-up of MTA is needed for the following quarter. This clause applies to all further funding requests from here on out as well.

This proposal also wishes to standardize the funding process and asks that unless some drastic or unforeseen change happens to the GrantsDAO funding strategy outlined above, no further public vote is needed for its ongoing funding. This means that the mStable Funding subDAO will be empowered to grant this amount on a quarterly basis to the GrantsDAO when a top-up is necessary.

Should the vote be successful, funds will be sent to the GrantsDAO Multisig address: 0x5Ed2a924cD735D725fCCa11180f7b682e614e70a

Should the GrantsDAO be funded with 100,000 MTA for Q3 of 2021, and should further quarterly funding requests be handled on an ongoing basis by the Funding subDAO, unless a drastic or unforeseen change happen as outlined above?
