TreasuryDAO Signer Rotation

After this successful internal motion and in line with this forum post, it is hereby proposed to replace the current lead signer of the TreasuryDAO Funding subDAO & member of the TreasuryDAO 0x021c1a1cE318E7B4545f6280b248062592B71706 with the new member & future lead signer 0x524269E900ca6ebe2FC57d719995c8D167F8b260 due to emerging time constraints on the side of the current lead signer.

0x524269E900ca6ebe2FC57d719995c8D167F8b260 is a part of the mStable Core Contributors, and has additional capacity available to provide the TreasuryDAO with their services outside their day-to-day workload.
