PDP 22: Reduce Swap Fees to Bootstrap Users

This forum post and MCCP 6 specifies to reduce mStable's swap fee of mAssets (mUSD and mBTC) to 0.02% from the current swap fee of 0.06%.
The decrease of the swap fee to 0.02% could bootstrap a larger userbase, drive swap volume, and potentially attracting more Save liquidity since swap volume drives Save APY.
Should the mStable's swap fee of mAssets (mUSD and mBTC) be lowered to 0.02%?
