MIP 20: Updated proposal workflow

MIP-20 proposes to overhaul the proposal workflow to accommodate the increased demand in decentralisation and to establish a community first governance principle in which the proposals are open for discussion in the community right from the beginning. This will put the ProtocolDAO and the TreasuryDAO into a position of executing directly on behalf of Meta Governors.

Specifically, the following steps:

1. Request for Comment (RFC)
2. Proposal Draft Submission
3. Formal Proposal Review
4. MTA Snapshot Vote
5. Multi-sig / Reality Transaction

Should we move forward and create a proposal as PDP-36?
