ProtocolDAO spokesperson nomination

It is motioned to nominate @Dimsome (Dimitri/dimsome.eth) as a designated spokesperson for the ProtocolDAO on public channels such as the mStable discord, forum, and vMTA snapshot page. This may grow to include other public platforms such as a dedicated twitter account in future.

Dimsome will be authorised to speak on behalf of the DAO and communicate our collective consensus and views as a signer group. This complements his existing role as the DAO's official CatHerder.
