mStable ProtocolDAO signer threshold change

It is motioned to lower the signer threshold for ratification and transaction execution in the mStable ProtocolDAO to 4/8 from 5/8.

This is being done to reduce the friction and difficulty of coordinating signers to ratify and/or execute protocol changes on-chain in a timely manner.

If successfully ratified, this change would apply to the mStable ProtocolDAO entities on ETH mainnet and Polygon/Matic chains along with the snapshot page. This assumes the current open motion regarding the Polygon/Matic entity signer structure ratifies an identical signer structure (option 2 in this poll).

This will lower the threshold for transaction execution on chain to 4/8. This will also lower the threshold for motions to be ratified on snapshot to 4/8.

In an edge case scenario where protocolDAO signers are split evenly (4 vs 4) on a contentious issue, the decision will be escalated to a public vMTA vote for resolution.

Should the mStable ProtocolDAO signer threshold for transaction execution and motion ratification be lowered to 4/8 from 5/8?
