MCCP 9: Reward distribution for weeks 35-41

MCCP 9 motions to continue the reward emission per methodology defined in MCCP 4 with Polygon rewards specified in MCCP 7 for 6 weeks, starting from 30th August 2021 until the last distribution under this proposal on the 11th October 2021 (week 35 to 41).

The suggested options that will be proposed to public vMTA Snapshot are:

242,308 MTA (no change)
225,000 MTA
207,692 MTA
