MIP 16: Add mBTC/tBTC v2 Feeder Pool

MIP-16 proposes to add an mBTC/tBTC v2 Feeder Pool on Ethereum mainnet. This will replace the currently deployed mBTC/tBTC v1 Feeder Pool and incentives will migrate to the new pool as well.
