MTA allocation to MTA/WMATIC/WETH Balancer Pool on Polygon

This motion seeks to allocate 15,000 MTA per week to the MTA/WMATIC/WETH Balancer Pool for a duration of 2 weeks. After the 2 weeks, it should be evaluated if this incentivization should continue or be adjusted.

This pool would allow users to provide liquidity and to swap from and to MTA. Additionally, this will create a use case for MTA on Polygon and bind more of the circulating supply to liquidity positions.

This allocation is within the 20% that was approved by the earlier proposal MCCP 7.
