MIP 15: Staking V2

MIP-15 proposes a new staking contract - Staking V2.

To initiate governance, it is hereby motioned to propose this MIP formally and to open up the discussion around the parameters to vMTA Governors.

In particular, these are the points that are to be discussed with the wider community:

• cooldown and withdrawal period (proposed to be 3 weeks and 2 weeks)
• stakable tokens (proposed to be MTA and 80/20 MTA/ETH Balancer Pool token)
• proposed questMaster and questSigner
• time multipliers
• early withdrawal fee
• wrapper contracts

Feedback is also to be collected on the decisions around delegation, gamified governance with quests and scaled balances.

Should we move forward and create a proposal as PDP-29 in order to initiate a public discussion?
