mUSD Migration process

It is proposed to begin the public process of migrating mUSD to a new AMM determined by the StableSwap invariant. This process will cover the approval of the mUSD upgrade, the selection of the new mUSD basket composition, and the selection of mUSD feeder pool assets. This process will be carried out across the mStable forum and vMTA snapshot page.

This may also extend to a broader discussion of the Incentivisation of these feeder pools, and a discussion to restructure the EARN program that would be conducted in dialogue with the mStableDAO.
