Governance over the mStable implementation on Polygon

As discussed in our last signer's call (May 2021) mStable is now deployed on Polygon, but no governance process is yet in place for changes or updates.

The current governance process that is used for the mStable mainnet implementation could be applied to the implementation on Polygon as well.

Pro: This would allow for more decentralized governance of the mStable Polygon implementation and ensures that MTA Governors have the ability to vote.

Contra: Changes to the mStable Polygon implementation might still occur frequently and implementing governance might slow down changes or updates significantly.

Should all future changes or updates to the mStable Polygon implementation follow the same structure and process as the mStable mainnet implementation?
