As discussed in our last signer's call (May 2021) a 4/8 quorum is only accepted once the snapshot vote ends. This is because the remaining 4 signers could still vote for the opposite. Therefore enough time needs to be granted to allow all signers to reach a decision.
On the other hand, a fast resolution is in some time-sensitive cases preferred to speed up the governance process.
Both considerations need to be weighed against.
