How many candidates should we consider about our multisig wallet?

There're pros and cons about the numbers of people who run control over a multi-sig wallet.

pros: more satefy, distributed authority prevent someone from betraying or maliciously reveal codes cons: lower decision efficiency, which cannot be avoided due to a large decion group.

of course, it may depends on the scale of our treasury. The proposal may be redone when it's necessary.
