Termination, Migration to Deph, and New Governance Model

This proposal asks the Muhdo DAO community to approve a permanent migration from Muhdo to DEPH. It would shut down Muhdo DAO, terminate the Muhdo DNA token, and launch a new infrastructure-focused DAO and token ($DEPH) to support the next phase of the ecosystem.

If approved, this is a one-way transition. Muhdo DAO and Muhdo DNA will be shut down and will not be restarted. Muhdo DNA will be fully unsupported after the migration window closes.
