[TC-005] Start the MultichainVerse Program

Background: Multichain is a platform that enables different networks to work together. As a cross-chain architecture, it makes it easy to move assets and value from one network to another. It is possible to create cross-chain dApps with Multichain because AnyCall can transmit data or messages across chains. Multichain is now the leader in the cross-chain industry. It has over 3,571 supported tokens and a family of 88 EVM and non-EVM chains that are constantly growing. With the scale of Multichain's business, Multichain wants to establish the Multichain Ecosystem Fund called MultichainVerse (MV) to support developers who can build amazing multi-chain dApps.

Program Information: Total fund size: 100 million USD. The majority of the $100 million comes from MultiDAO, the rest is from MV sub-program partners.

It is important to note that the funding for this grant proposal comes from 80% of the MULTI token supply that is currently locked. Before any of these funds can be used for this proposal, a council election must take place. Details of how the committee and council roles are to be selected are detailed here.

All projects that are successfully accepted into the grant proposal before the council vote has taken place will be funded with USDC from the proceeds of the 1 million veMULTI in the MultiDAO treasury.
