[Emergency-002] Securing the MultiDAO Treasury

Background

Due to the tragedy that occurred in the past two months, the DAO treasury is no longer secure. MultiDAO funds are controlled by a multi-sig Safe wallet with five signers: Eugene, Marcel, Razor, Alfred Xu, and Zhaojun. A transaction requires three signers.

Going through these 5 signers in turn:

(1) Zhaojun is detained and we are not sure what pressure is being brought to bear on him, since we know that he has already helped to transfer most of the bridge funds to another wallet.

(2) Alfred has effectively disappeared, at least temporarily and so is unavailable to sign.

(3) Razor no longer wishes to be a signer, but will act to do so until alternative arrangements are made.

(4) Eugene can still sign.

(5) Marcel can still sign.

Proposal

It is urgent to make alternative arrangements. This Emergency Proposal suggests creating a new multi-sig Safe wallet with four signatories, replacing Zhaojun, Alfred, and Razor with well-known community members Chookz and John Multi. These individuals have agreed to take on these responsibilities.

A signature will still require 3 signs out of the 4.

When and if this proposal passes, all MultiDAO treasury funds will be sent to the new multi-sig wallet.

The funds will be used to invest in future projects that will benefit veMULTI and MULTI holders through the MultichainVerse grant program. This should eventually provide an income again to veMULTI holders.
