MIP #26 Retrieve locked NFT20 fees for untraded pools

Over the past two years, we had several cases where users created a pool for an NFT collection on NFT20. Deposited items and were the only users.

I propose to let the DAO send back the 5% fees if only one person owns the rest of the supply: DAO held fees + this person = all supply

This will help early users and experimenters get back their NFT from the pool they created if the pool didn’t attract other users to avoid forever locking assets in the protocol.

If voting yes, the multisig will be allowed to retrieve unused NFT20 fees to give back to the pool creators
